K'vort Flight Deck Raptor Klingon Shipwrights originally conceived of the K'Vort as a way to subvert armament limitations from the original Khitomer treaties. Clever Klingon Bureaucrats noticed a limitation on the number of capital ships the Empire could produce according to treaty stipulations, but the treaty allowed for a far greater number of starships simply described as "Birds of Prey," without defining in detail the mass limitations for what actually constituted a Bird of Prey. And so, the hawkish wing of Imperial Defense Force concocted the plan for the K'Vort. While there was some internal grumbling about "subterfuge befitting a Romulan," the truth was that most Klingon houses were happy to pad their fleets with new large warships to replace the aging and small K'tinga-class starships that had been in service for almost 50 years.
